There is an article about the 2000 Florida elections debacle in Vanity Fair magazine this month, with a startling fact. Military absentee ballots which arrive, without postmark, can be counted up to 10 days after the election. But there is an exception to this rule which can extend the time.

The exception is this: if there is an ongoing military engagement, then ballots may still be counted after the 10-day period.

Whether you think this is good or bad, would you care to venture a prediction as to whether there will be somewhat of a flare-up of the Iraq war in the first, second, and third weeks of November 2004?
